Attention, Amazon France sellers: Effective April 2026, all shipments entering French fulfillment centers—whether shipped directly or transferred to France via the Pan-European (Pan-EU) program or European Fulfillment Network—must be accompanied by valid MRN and EORI numbers, as required by regulations.
This requirement was not introduced abruptly, but rather represents a phased upgrade in compliance.
Implementation Timeline:
Shipments sent directly to French fulfillment centers: For shipments arriving at the warehouse starting in November 2025, the submission of MRN and EORI information is now required.Shipments indirectly transferred to French fulfillment centers (e.g., Pan-European Program inventory transferred to French storage facilities): For shipments arriving at the warehouse starting in April 2026, the relevant information must also be uploaded.
Sellers must submit valid MRN and EORI numbers within 60 days of the shipment's initial arrival at a French fulfillment center; failure to provide this information within the specified timeframe may constitute a violation of French law.
Under French law, failure to submit the required customs information may prevent Amazon from fulfilling its legal obligations, potentially resulting in the seller being deemed non-compliant. The French tax authorities have the right to request and verify the MRN and EORI records submitted by sellers (which Amazon retains for a minimum of six years); therefore, sellers are advised to prepare and submit this information in a timely manner.
Which sellers are required to provide an MRN and EORI?
Sellers are subject to this policy—and are required to provide both an MRN and an EORI—if they simultaneously meet the following two conditions:
①The business is registered outside the EU.
For example: Non-EU entities located in countries such as China, the United States, etc.
②The goods originate from a non-EU region.
Goods shipped to Amazon fulfillment centers in France that originate from a non-EU region are classified as "imports from outside the EU."
③Important Note:
Even if you have not actively created a shipment bound for France, your inventory may still be transferred and stored in Amazon fulfillment centers in France if you utilize the Pan-European FBA program (Pan-EU) or other Fulfillment by Amazon (FBA) programs.
Once your inventory enters a French warehouse, you are likewise required to provide the corresponding MRN and EORI details!
Regarding MRN and EORI
MRN (Movement Reference Number):
This is an 18-digit unique identification number generated by EU Customs upon the completion of an import declaration; it is used to track cargo clearance records. Every shipment of imported goods declared to customs is assigned a corresponding MRN.
EORI (Economic Operators Registration and Identification) Number:
This is an identification number for import and export businesses issued by EU Customs. It is mandatory for all businesses (or their agents) importing goods from outside the EU to possess one. Non-EU sellers must proactively apply for an EORI number with the customs authority of any EU member state.
How Should Sellers Fulfill Compliance Requirements?
Sellers should currently prioritize submitting the MRN and EORI information for all eligible shipments via Seller Central as soon as possible.
①Obtaining the Required Information
MRN: This unique 18-digit number is generated by customs authorities once your shipment has successfully cleared EU customs. Please contact your logistics service provider or freight forwarder immediately to obtain it. It is recommended that you confirm the MRN retrieval process *before* dispatching your shipment.
EORI: This serves as your business's "ID number" within the EU customs system. If you do not yet have one, please apply for it through the customs authority of an EU member state.
②Locating Shipments in Seller Central:In Amazon Seller Central, navigate to "Inventory" > "Manage FBA Shipments";
Identify all shipments being sent directly to fulfillment centers in France. For any shipments displaying the status "Missing Import Details," click on the shipment to submit the required information.
③Submitting the Information:
For shipments displaying the status "Missing Import Details":
If you already have the MRN: Select "This shipment has an import record," accurately enter both the MRN and EORI, and save.
If you have not yet obtained the MRN:
First, select "No import record" and save. Once you subsequently obtain the MRN, please return to this section to promptly update and submit the information.
